I had many of the same experiences.
PE and Health were put together in mandatory classes through tenth grade so we were generally taught from athletic people who valued the PE part more than the health part.
We eased it into it in an odd way where we did anatomy and then in 6th grade we had a free for all where people asked questions about sex to the teacher and the teacher wouldn't directly answer. He was a beloved ex-pro athlete who someone might say "what's masturbation?" and he'd say "let's just say it's getting to know yourself better" and the class laughed but I was like, "oh no, now I'll never know"
I feel like you're judging Mrs. Nortman by 2000s standards, once again, which I view as being insensitive. I imagine she probably grew with the times.
What's kind of funny is that 7th grade was a year in which I had a couple of bullies and they made the year very difficult, and it was frustrating in that most of my 7th grade teachers were blind to it. My mom has recently made friends with a woman in her retirement, who's pretty nice and all, but I soon realized she was my 7th grade health teacher, so I did have to confront her that she let a lot of bullying happen under her nose.
