I feel like the major strides in film noir were more of an early 40s thing. Maltese Falcon was one of the first pulp detective novels converted to movies, and then we had Murder My Sweet and Double Indemnity which really married the style to the substance.

I think if you want to go underrated: Detour and Scarlett Street
