I don't debate that white privilege exists, but that doesn't mean you are using the word racist correctly as far as I can see.
For one thing, there are other statistical factors to consider if one population is more adversely affected by something like police encounters. Black neighborhoods (for reasons of cyclical poverty) have more black crime so they'll likely have more 911 calls to their neighborhood and more encounters with the police. Policies that inadvertently affect one population more than another should be given a different term than racist, which describes a belief that one population is inferior to another based on skin color.
